PRIME MINISTER ANNOUNCES GOVERNMENT OF CANADA FELLOWS PROGRAM

Ottawa, Ontario

Prime Minister Stephen Harper announced today the launch of the Government of Canada Fellows Program to allow the exchange of senior executives in the public service of Canada with other sectors such as business, academia, not-for-profit organizations and other levels of government.

The program will support renewal of the public service through the exchange of knowledge, skills, expertise and best practices between the Canadian public service and other sectors of Canadian society. These exchanges will be mutually beneficial in key areas such as improved service delivery, the use of technology and enhanced governance, accountability, and management practices.

“In a changing and increasingly competitive world, Canadians need a public service that is not only excellent but also connected to, and representative of all parts of society,” said the Prime Minister. “As well, senior executives from other sectors can benefit from an opportunity to learn at first hand how our Government works, while bringing leading-edge techniques and practices to the Government.”

The new Government of Canada Fellows Program targets high-ranking officials with extensive professional experience and exceptional leadership and management skills, including strategic thinking, as well as values and ethics. Ultimately, the Fellows Program will provide participants with the opportunity to gain knowledge and new expertise, and to broaden their contributions to the country.

“This program has tremendous merit,” added John Baird, President of the Treasury Board and Minister responsible for the Public Service Human Resources Management Agency that will manage the Fellows Program. “Sharing talents and ideas will enhance and strengthen relationships, and build better understanding.”

The Public Policy Forum, through the leadership of its President Jodi White, will assist the Agency with the promotion of the program and the necessary partnerships to identify participants.

PRIME MINISTER HARPER CHALLENGES OPPOSITION TO STOP BLOCKING CHANGE

October 27, 2006
Oakville, Ontario

In a speech to the Oakville Chamber of Commerce, Prime Minister Stephen Harper today laid out the government’s agenda and called upon the opposition to stop blocking change. “This is not what Canadians voted for and it’s not what Canadians want,” said the Prime Minister.

The Prime Minister highlighted the legislation the government has brought forward in two areas of particular concern to Canadians – accountability and tackling crime.

The Federal Accountability Act, the most sweeping anti-corruption bill in Canada’s history, was the first piece of legislation tabled by the government upon taking office. With regards to tackling crime, the government has introduced measures to crack down on street racing, raise the Age of Protection, and keep dangerous offenders off the streets.

However, the Prime Minister added that the opposition parties are using the unelected Senate and committee meetings to undermine the government’s accountability and anti-crime measures.

“If the opposition disagrees with us, they should do it in the open, not in some committee meeting, not in the unelected Senate, and not by endlessly stalling a democratic vote,” concluded Prime Minister Harper. “It’s time for the opposition to be straight up with Canadians – why are you opposing accountability and tough measures against crime?”
