Canada Korea Relations

Prime Minister Stephen Harper today announced the launch of the Canada Korea Foundation, which will further strengthen economic, social and political ties between Canada and South Korea.

The founding directors of the new Foundation are:

  • John Park – president and managing director of RCI Capital Group. RCI is the largest manager of investor immigrant capital in Canada. It has been in business since 1996 with more than 60 employees and offices throughout Canada and Asia.
  • Dr. Doo Ho Shin – An active partner in BC Biomedical Laboratory in Vancouver, British Columbia for over 30 years. He is presently practicing as a general pathologist with the Fraser Health Authority (largely at Surrey Memorial Hospital).
  • Charles Kim – President and founder of Trans-Pacific Fibre Inc. and Trans-West Holdings Ltd., part of Trans-Pac Group which manages over 30,000 acres of timberland in British Columbia and United States, and specializes in wood exports to the Asian market.


Canada has long enjoyed positive relations with South Korea, and our bilateral relationship continues to develop. South Korea is also an important partner with which Canada has strong people-to-people links stemming from historical connections, increasing immigration and tourism flows, and academic exchanges.

The year 2010 resulted in a particularly high level of engagement between Canada and South Korea, as each country hosted a G-20 Summit. In Toronto in June and in Seoul in November, Representatives from Canada and South Korea worked closely together to ensure these Summits were successful.

As trading nations, Canada and South Korea support free trade and share membership in many multilateral economic organizations, including the APEC forum, the Organisation for Economic Co-operation and Development, the World Trade Organization, and the G-20. Both countries also have similar views on many multilateral and global issues, including strengthening the multilateral trading system, UN Security Council reform, and non-proliferation and disarmament.

Canada and the Republic of Korea launched negotiations toward a bilateral Free Trade Agreement in July 2005, and 13 rounds have been held to date.

Recent High Level Visits

In December 2009, Prime Minister Harper visited South Korea, where he met with President Lee Myung-bak and Prime Minister Chung Un-chan, and was the first Canadian leader to address the National Assembly. Stockwell Day, then-Canadian Minister of International Trade, made a one-day visit to South Korea during the Prime Minister's visit. The Prime Minister also visited Seoul for the G-20 Summit this past November.

Additionally, Gerry Ritz visited Korea in March and December 2009; Lawrence Cannon, Minister of Foreign Affairs, visited the country in November 2009; and Jim Flaherty visited in June 2010, October 2010 and November 2010.

Previously, Peter MacKay, Then-Foreign Affairs Minister, visited Korea in May 2007; Maxime Bernier, Then-Foreign Affairs Minister, visited in February 2008; and Then-Natural Resources Minister, Gary Lunn, visited the country in May 2008.

This past summer, Korean President Lee Myung-bak, and Finance Minister Yoon Jeung-hyun, attended the G-20 Summit in Toronto.

Trade and Investment

South Korea is Canada's seventh-largest merchandise trading partner and Canada's third-largest in Asia. Two-way merchandise trade between the two countries is robust, reaching $9.5 billion in 2009. In that same year, Canadian merchandise exports to South Korea were $3.5 billion, while Canadian merchandise imports were $5.9 billion. Canada's top merchandise exports to South Korea include mineral fuels and oils, machinery, mineral ores, aluminum and wood pulp. Canada's top merchandise imports from South Korea include vehicles, electrical and electronic equipment, machinery, mineral fuels and oils, and iron and steel.

Two-way cumulative direct investment totalled nearly $3.6 billion at the end of 2009, with foreign direct investment in Canada from South Korea reaching $2.7 billion and Canadian direct investment in South Korea reaching $921 million.

Canada and South Korea initialled the text of an air agreement on June 3, 2009. While the agreement has yet to be ratified, it is administratively in effect and has already resulted in an increase in air service between the two countries.

Shared History

A total of 26,791 Canadian troops participated in the Korean War (1950-53), sustaining a loss of 516 Canadian lives. Canada's continuing presence on the UN Armistice Commission and the UN Military Command is a reminder of our involvement in the Korean War. In 2010, the Government of the Republic of Korea undertook an ambitious campaign to commemorate the 60th anniversary of the outbreak of the Korean War.

PM marks the launch of the Canada Korea Foundation

Prime Minister Stephen Harper today marked the launch of the Canada Korea Foundation, which will further strengthen the ties between Canada and the Republic of Korea. The Prime Minister marked the launch of the foundation at a dinner where he met with Korean and Canadian veterans of the Korean War and leaders of the local Korean-Canadian community. He was joined by Senator Yonah Kim-Martin, Canada's first parliamentarian of Korean origin. "The Asia-Pacific region will play a large part in Canada's future economic growth and it would be hard to find two countries better suited for each other as trading partners than Canada and the Republic of Korea," said Prime Minister Harper. "I wish the Foundation well in its efforts to build and strengthen diplomatic relations between our two countries." The Canada Korea Foundation will have the following goals:
  • Build and strengthen bilateral trade and diplomatic relations.
  • Support efforts towards reaching a free trade agreement
  • Nurture the opportunities for increased social interaction between Canada and South Korea – especially within the business community
  • Encourage greater involvement of Korean-Canadians in our democratic process and public policy development
  • Develop a strategy to help attract more Korean students to Canada
  • Advocate a Canada-Korea energy strategy, as South Korea looks to Canada as a secure, stable and reliable source of energy to fuel future economic growth.
  • Promote awareness and appreciation of the shared history and values that link Canadians and Koreans.
Canada and South Korea enjoy excellent commercial relations with two-way merchandise trade reaching $9.5 billion in 2009. The roughly 200,000 Canadians of Korean descent represent one of the fastest growing ethnic communities in Canada. The community has found its voice as an important and influential contributor to the social, political and economic fabric of the country.

Statement by the Prime Minister of Canada on recent developments in Libya

Prime Minister Stephen Harper issued the following statement on the recent developments in Libya:

"We find the actions of the government, firing upon its own citizens, to be outrageous and unacceptable and we call on the government to cease this violence immediately.

"Canada urges Libyan forces to respect the human rights of demonstrators, including their right to freedom of expression and assembly. We encourage the government of Libya to engage in peaceful dialogue with its people, towards political and economic reform.

"On behalf of our Government, I would like to express my condolences to the families of those who have been killed during the demonstrations."

PM attends crowning of new sails at Canada Place

Canada's Economic Action Plan

Prime Minister Stephen Harper today visited Canada Place where he marked the completion of this Canadian landmark – the replacement of the facility's iconic white sailed roof.

"The Canada Place sails are an internationally recognized feature of the Vancouver landscape, representing the strength, unity and proud maritime history of this country," said Prime Minister Harper. "The restoration of this landmark is one of several initiatives that our Government is undertaking to keep Vancouver's waterfront prosperous and attractive to locals and visitors alike."

A prominent feature of Vancouver's skyline since 1984, Canada Place's distinctive five-sailed roof is a symbol of national pride and a gathering place for over three million guests annually. The sails were on display during national and international coverage of the Vancouver 2010 Olympic and Paralympic Winter Games.

"This is exactly the kind of infrastructure project that was perfectly timed for Canada's Economic Action Plan," said Prime Minister Harper. "We chose to invest in projects that have a clear beginning, middle and end… and over the past two years, we have funded more than 1,600 projects that are improving communities right across British Columbia."

Under Canada's Economic Action Plan, the Harper Government has also supported upgrades to the following Vancouver landmarks: Science World, VanDusen Botanical Garden, Stanley Park as well as the Vancouver Aquarium.

Changing the sails at Canada Place

Canada's Economic Action Plan

Located in the heart of Vancouver's downtown harbour front, Canada Place is an inspiring national landmark welcoming local residents, visitors and over 900,000 cruise ship passengers yearly to the West Coast. With its distinctive sailed roof, the facility serves as a symbol of national pride, and is a gathering place for over three million guests annually. It was also home to the main Press Centre during the Vancouver 2010 Olympic and Paralympic Winter Games.

Designed to represent an ocean liner under full sail, the original sailed roof was erected in 1984 as the Canada Pavilion for Expo '86. After two and a half decades, the roof and its fabric sails exceeded their expected lifespan and required replacing.

A dynamic, multipurpose facility with striking views of Burrard Inlet, Coal Harbour, Stanley Park and the North Shore Mountains, Canada Place provides guests with the ultimate Canadian experience. It is home to the Vancouver Convention Centre East, the Pan Pacific Hotel and the Port Metro Vancouver Cruise Ship Terminal. The facility is also host to a number of annual community events such as Canada Day, the Burrard Inlet Fireworks Show, Remembrance Day and Christmas at Canada Place.

Funded through the Economic Action Plan's Infrastructure Stimulus Fund, the roof rehabilitation project involves replacing the sails with new tension fabric that mimics the specifications of the original design. The new sails are expected to last 30 years, and will continue to provide a spectacular welcome to local residents, ship passengers and visitors to Vancouver and the West Coast.

The roof replacement project – made possible by a two-year, $21 million funding contribution through the Economic Action Plan's Infrastructure Stimulus Fund – is helping to ensure that Canada Place remains a viable hub of economic activity in the Vancouver area for decades to come.

Construction on the new roof – which includes replacing the sails with new tension fabric that mimics the specifications of the original design – began in July 2010 and will be fully complete by the end of March 2011. The roof, along with its new sails, is expected to last 30 years.

A key component of Canada's Economic Action Plan, the $4 billion Infrastructure Stimulus Fund is supporting nearly 4,000 infrastructure projects across the country, including more than 400 in British Columbia.

Thanks to the Economic Action Plan, more than 26,000 projects throughout Canada are currently underway or completed. Since its launch in 2009, Canada's Economic Action Plan has contributed to the creation of more than 460,000 jobs and has helped the country emerge from the global economic crisis faster and stronger than most major industrialized countries around the world.

PM reiterates commitment to crack down on human smugglers who abuse Canada's generous immigration system

Vancouver, British Columbia

Prime Minister Stephen Harper today toured the MV Ocean Lady, the migrant vessel which federal authorities intercepted in October 2009 after it illegally brought 76 Tamil migrants from Sri Lanka to Canadian waters.

"While our Government continues to encourage legitimate immigration by those who play by the rules, we are cracking down on illegal human smuggling," said Prime Minister Harper. "With the Preventing Human Smugglers from Abusing Canada's Immigration System Act, our Government is sending a clear message that we will not tolerate the abuse of our generous immigration system."

The arrival of migrants aboard both the MV Ocean Lady in 2009 and the MV Sun Sea in August 2010 demanded action to deter such arrivals.

Swift measures have been taken by our Government including:

  • Introducing Bill C-49, the Preventing Human Smugglers from Abusing Canada's Immigration System Act, in October 2010 to prevent human smugglers from abusing Canada's immigration system and to crack down on human smuggling operations used to jump the queue. The bill is currently at Second Reading in the House of Commons.

  • Appointing a Special Advisor on Human Smuggling and Illegal Migration in October 2010 to address the issue.

  • Holding roundtable meetings with Canadians between October 2010 and January 2011 in Montreal, Toronto, Winnipeg and Vancouver to discuss the Act with Canadians and get a better understanding of their views.

  • Further strengthening cooperation with international partners on combating human smuggling.


"We must maintain the integrity of our immigration system," added Prime Minister Harper. "Legal immigration will ensure that Canada has the labour supply it needs to continue our recovery from the global economic recession."
