Backgrounder: Centennial Solar Inc.

The Government is committed to helping communities build the job and industries of the future, and investing in clean energy technologies.

In keeping with these goals, the Government is providing Montreal-based Centennial Solar Inc. with a repayable loan of up to $1 million to build a second solar panel manufacturing plant in Sainte-Anne-des-Monts.

The new plant will create 40 local jobs, help Sainte-Anne-des-Monts and the surrounding region to diversify its manufacturing base, boost the company's production capacity from 9 to 19 megawatts and help the company and the region become more globally competitive in the rapidly expanding environmental technology sector.

PM announces support for new green technology in the Haute Gaspésie region

Sainte-Anne-des-Monts, Quebec

Prime Minister Stephen Harper today announced that the Government of Canada will provide support for a new solar panel plant in Sainte-Anne-des-Monts that will generate local employment and grow Canada's clean energy sector.

"Our Government is committed to supporting our industries and creating jobs," said the Prime Minister. "The support announced today will help create exciting new manufacturing opportunities in Haute-Gaspésie, generating employment and economic growth. It also further demonstrates our Government's commitment to developing clean energy technologies."

The investment announced today will enable Montreal-based Centennial Solar Inc. to purchase equipment for a new manufacturing plant in Sainte-Anne-des-Monts which will generate 40 local jobs over a three year period. This second plant will allow the company to double its annual production and to better position itself in international markets.

Support is being provided through the Temporary Initiative for the Strengthening of Quebec's Forest Economies (TISQFE), a diversification and support initiative, managed by Canada Economic Development for the Regions of Quebec, designed to help address the issues and challenges facing regions that are heavily reliant on the forest sector.

Centennial Solar is a Canadian company based in Montreal that specializes in custom made photo-voltaic solar panels. It currently exports to 17 countries.

PM highlights progess on new Coast Guard vessels

Prime Minister Stephen Harper today visited the Méridien Maritime Reparation shipyard, in Matane, Quebec, to see first-hand the progress in building three new Canadian Coast Guard vessels that will be used to help protect Canada's inshore fisheries. The project, funded through Canada's Economic Action Plan, is creating jobs and helping to support Canada's shipbuilding industry.

"These new vessels will benefit maritime communities by providing valuable scientific insight into preserving and replenishing inshore fisheries," said Prime Minister Harper. "The construction, maintenance and operation of these ships will also generate new jobs and provide an economic boost to the community of Matane."

The new vessels will be based in Dartmouth, Nova Scotia; Shippagan, New Brunswick; and Mont-Joli, Quebec. They will replace existing vessels nearing the end of their service lives. These new vessels will serve as platforms for scientists from Fisheries and Oceans Canada to conduct valuable oceanographic and scientific research.

The contract for the vessels was awarded in February and is being funded through Canada's Economic Action Plan. In the Economic Action Plan Budget of 2009, the Harper Government allocated $175 million for new Coast Guard vessels and for the repair of aging ones.

Backgrounder: Inshore fisheries science vessels

Canada's Economic Action Plan

The Government is committed to providing Canadians with a sustainable fishery resource that provides for an economically viable and diverse industry. It is also committed to increasing activity in the shipbuilding sector by allocating funds to speed-up needed Government procurement.

In keeping with these objectives, the Government has provided the following support from Canada's Economic Action Plan towards the creation of three inshore fisheries science vessels: a $650,000 design contract, awarded in May 2009 to Robert Allan Ltd of Vancouver, British Columbia; and a $32.3 million construction contract, awarded in February 2010 to Méridien Maritime Reparation in Matane, Quebec.

The Canadian Coast Guard's Inshore Fisheries Science vessels, which are scheduled be delivered by the end of June 2011, will host Fisheries and Oceans Canada fisheries researchers and scientists who conduct critical oceanographic and scientific research in Canada's inshore waters.

Some examples of this work include:

• fishing and acoustic surveys of fish and invertebrates for research purposes
• collection information on the distribution, abundance and biology of a species to be used in stock assessments for new and existing fisheries, and in studies supporting these assessments
• collection of physical, chemical and biological data to monitor changes in marine ecosystems and their impact on fisheries resources and ecosystem health

Different geographic conditions necessitate two types of vessels within this class. Two inshore science vessels will be 22 metres in length and one will be 25 metres. They will be home ported n Mont-Joli,Québec; Shippagan, New Brunswick; and Dartmouth, Nova Scotia). The new vessels will replace existing vessels nearing the end of their service lives.

Support provided for the procurement of the Inshore Fisheries Science vessels is part of the $175 million committed by the Federal Government in Canada's Economic Action Plan for the procurement and repair of Coast Guard vessels.
