PRIME MINISTER HARPER ANNOUNCES APPOINTMENT OF CHRISTIAN PARADIS AS SECRETARY OF STATE (AGRICULTURE)

January 4, 2007
Ottawa, Ontario

Today, Prime Minister Stephen Harper announced the appointment of Christian Paradis, Member of Parliament for Megantic–L’Erable, Quebec, as Secretary of State (Agriculture).

“Christian Paradis is a bright new Member of Parliament from Quebec. He will work with Minister Strahl to help him continue to deliver our Government’s unprecedented level of support to agriculture – a bedrock Canadian industry,” said the Prime Minister.

Christian Paradis’ appointment was part of Prime Minister Harper’s announcement designed to strengthen his ministerial team as well as create six Secretaries of State, as Canada’s New Government gets ready for the return of Parliament and its second year in office.

The Honourable Christian Paradis

Christian Paradis was first elected to the House of Commons in 2006. He was appointed Parliamentary Secretary to the Minister of Natural Resources in 2006, and was a member of the Standing Committee on Natural Resources and the Legislative Committee on Bill C-30, Canada's Clean Air Act.

Prior to his election, Mr. Paradis practised corporate law in Thetford Mines, Quebec. He served as President of the Asbestos Chamber of Commerce and Industry and Secretary of the Management Club of Canada (Asbestos Chapter). He has been involved in several support groups and charitable organizations.

Mr. Paradis has a bachelor's degree in civil law from the University of Sherbrooke and has a master's degree in corporate law from Laval University.

Mr. Paradis was born in Thetford Mines. He is married to Julie Roberge and they have three children.

PRIME MINISTER HARPER ANNOUNCES APPOINTMENT OF GERRY RITZ AS SECRETARY OF STATE (SMALL BUSINESS AND TOURISM)

January 4, 2007
Ottawa, Ontario

Today, Prime Minister Stephen Harper announced the appointment of Gerry Ritz, Member of Parliament for Battlefords–Lloydminster, Saskatchewan, as Secretary of State (Small Business and Tourism).

“Gerry Ritz will be a strong voice for small business and tourism. In addition to being a fourth-term Member of Parliament, he has owned a number of small businesses, enabling him to bring all of his experience to his new role,” said the Prime Minister.

As Secretary of State (Small Business and Tourism), Mr. Ritz will assist the Minister of Industry.

The Honourable Gerry Ritz

Gerry Ritz was first elected to Parliament in 1997. He was re-elected in 2000, 2004 and 2006. Most recently, Mr. Ritz was the Chair of the Standing Committee on Agriculture and Agri-Food. He previously served as the Critic for Agriculture and Agri-Food and for Public Works and Government Services.

Mr. Ritz also served as Deputy Whip and Question Period Coordinator for the Official Opposition. He was Chair of the Subcommittee on the Estimates Process and a member of the standing committees on Finance and on Transport, the Subcommittee on Private Members' Business and the Liasion Committee.

During his career, Mr. Ritz has run his own farming operation, owned and operated a general contracting business and co-owned a weekly newspaper. Prior to entering politics, he worked as constituency coordinator for former Saskatchewan MP, Elwin Hermanson. He was actively involved in the Rosetown Economic Development Committee, the Knights of Columbus, and coaching children's hockey.

Mr. Ritz is married to Judy and has two adult children.

PRIME MINISTER HARPER ANNOUNCES APPOINTMENT OF JAY HILL AS SECRETARY OF STATE

Ottawa, Ontario

Today, Prime Minister Stephen Harper announced the appointment of the Honourable Jay Hill, Member of Parliament for Prince George–Peace River, British Columbia, as Secretary of State. He will assume this new role in addition to his current position as Chief Government Whip.

“Jay Hill has been appointed as a Secretary of State to assist him in his job as Chief Government Whip in this minority government,” explained Prime Minister Harper. “He will be working closely with me and I look forward to his contribution.”

Mr. Hill’s appointment was part of Prime Minister Harper’s announcement designed to strengthen his ministerial team as well as create six Secretaries of State, as Canada’s New Government gets ready for the return of Parliament and its second year in office.

The Honourable Jay D. Hill


Jay Hill was first elected to the House of Commons in 1993 and
re-elected in 1997, 2000, 2004 and 2006.

Mr. Hill was appointed Chief Government Whip in February 2006. Previously, he served as Official Opposition Critic on a number of files. Additionally, he has served as Official Opposition House Leader, Party Whip and Question Period Director.

Mr. Hill is a member of the Standing Committee on Procedure and House Affairs. He has been Vice-Chair of the standing committees on National Defence and Veterans Affairs, on Transport and Government Operations, and on Agriculture and Agri-Food.

Mr. Hill was born in 1952 in Fort St. John, British Columbia, and grew up in a farming community near Taylor, British Columbia. Following high school, he worked in forestry and in the oil and gas industry before returning to agriculture in 1975.

Mr. Hill lives in Fort St. John and is the father of three children.

PRIME MINISTER HARPER ANNOUNCES APPOINTMENT OF JASON KENNEY AS SECRETARY OF STATE (MULTICULTURALISM AND CANADIAN IDENTITY)

Today, Prime Minister Stephen Harper announced the appointment of Jason Kenney, Member of Parliament for Calgary Southeast, Alberta, as Secretary of State (Multiculturalism and Canadian Identity).

“Jason Kenney is an experienced Member of Parliament who has ably served me as my Parliamentary Secretary. He has done exemplary work for the Government with New Canadians and all multicultural communities. He will continue to work with them to ensure that Canada works for all of us,” said the Prime Minister.

As Secretary of State (Multiculturalism and Canadian Identity), Mr. Kenney will assist the Minister of Canadian Heritage.

The Honourable Jason Kenney

Jason Kenney was first elected to the House of Commons in 1997 and was re-elected in 2000, 2004 and 2006. He was appointed Parliamentary Secretary to the Prime Minister in February 2006.

Mr. Kenney was Chair of the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development in 2006 and has served on the Standing Committee on Access to Information, Privacy and Ethics. He served as the Opposition Deputy House Leader from 2004 until 2006, and as the Official Opposition Critic on a number of files.

Prior to seeking election, Mr. Kenney served as president and chief executive officer of the Canadian Taxpayers Federation.

Mr. Kenney was born in Ontario and raised in southern Saskatchewan, where he graduated from Notre Dame College. He did undergraduate studies in philosophy at the St. Ignatius Institute of the University of San Francisco.

PRIME MINISTER HARPER STRENGTHENS MINISTERIAL TEAM, PLEDGES ACTIVE AGENDA FOR SECOND YEAR IN OFFICE

Prime Minister Stephen Harper today presented a strengthened ministerial team to lead Canada’s New Government during its second year in office.

“Over the past year, we have been delivering change by getting things done for families and taxpayers,” said the Prime Minister. “Our new ministerial team will continue to deliver on the Government’s commitments to Canadians.”

Prime Minister Harper said the Government will pursue a focused and active agenda for 2007 that will include:

• Presentation of a budget that controls spending, lowers taxes and offers the provinces a fair deal to restore fiscal and jurisdictional balance in Canada;

• Continued efforts to make our streets and communities safer;

• Making Canada’s institutions more democratic and more accountable;

• Standing up for Canada’s interests and values on the world stage; and

• More action to protect the environment and the health of Canadians.

Canada’s New Government’s environmental agenda will be bolstered by the creation of a new Cabinet Committee on the environment and energy security. The Committee will pursue practical, results-oriented solutions to decrease Canada’s greenhouse gas emissions, reduce pollution and improve the health and well-being of Canadians.

“These changes represent a strengthening of our ministerial team,” concluded Prime Minister Harper. “Together we will make Canada a stronger, safer and better country for all of us.”

BACKGROUNDER:

PRIME MINISTER ANNOUNCES CHANGES TO THE MINISTRY

Prime Minister Stephen Harper announced today the following changes to the Ministry:

• the Honourable Robert Douglas Nicholson becomes Minister of Justice and Attorney General of Canada;

• the Honourable Marjory LeBreton takes on additional duties as Secretary of State (Seniors), in addition to her responsibilities as Leader of the Government in the Senate;

• the Honourable Monte Solberg becomes Minister of Human Resources and Social Development;

• the Honourable Vic Toews becomes President of the Treasury Board;

• the Honourable Rona Ambrose becomes President of the Queen’s Privy Council for Canada, Minister of Intergovernmental Affairs and Minister of Western Economic Diversification;

• the Honourable Diane Finley becomes Minister of Citizenship and Immigration;

• the Honourable John Baird becomes Minister of the Environment; and

• the Honourable Peter Van Loan becomes Leader of the Government in the House of Commons and Minister for Democratic Reform.

In addition, the Prime Minister announced the appointment to the Ministry of six new Secretaries of State, including the cross-appointment of Minister LeBreton as Secretary of State (Seniors):

• the Honourable Jay D. Hill is appointed Secretary of State and Chief Government Whip;

• the Honourable Jason Kenney has been sworn in as a member of the Privy Council and is appointed Secretary of State (Multiculturalism and Canadian Identity);

• the Honourable Gerry Ritz has been sworn in as a member of the Privy Council and is appointed Secretary of State (Small Business and Tourism);

• the Honourable Helena Guergis has been sworn in as a member of the Privy Council and is appointed Secretary of State (Foreign Affairs and International Trade) (Sport); and

• the Honourable Christian Paradis has been sworn in as a member of the Privy Council and is appointed Secretary of State (Agriculture).

The newly appointed Secretaries of State will be members of the Ministry and will be bound by Cabinet solidarity, but will not be members of Cabinet (Senator LeBreton will remain a full Cabinet Minister). Each will attend the meetings of the appropriate Cabinet Committee, in light of his or her responsibilities.

BACKGROUNDER:

SECRETARIES OF STATE

Six Secretaries of State have been appointed to play an important part in the Ministry.

Each of the Secretaries of State has been given a specific area of responsibility, in order to assist one or more Ministers consistent with previous Canadian practice and the practice in other Westminster governments. Secretaries of State will discharge this role in a number of ways, including:
• representing their Minister, or the Government, at events;

• meeting with stakeholders and other groups;

• demonstrating policy leadership on one or more specific initiatives relating to their assignment, and at the direction of the responsible Minister; and

• appearing on behalf of their Minister in Parliament and before its committees as may be required.

The Secretary of State and Chief Government Whip has been made a member of the Ministry in order to reflect the critical role of the Chief Government Whip in advancing the Government’s legislative and House agenda. This reflects the practice of some previous Canadian Ministries, as well as similar long-standing practice in the U.K.

Unlike Ministers, who will remain full members of the Cabinet, Secretaries of State will not be members of the Cabinet. (Senator LeBreton will remain a full Cabinet Minister). However, each Secretary of State will attend meetings of a Cabinet Committee, in keeping with his or her specific areas of responsibility.

As members of the Ministry, Secretaries of State have been sworn to the Privy Council. They will be bound by Cabinet solidarity, and will be bound to respect Cabinet confidences. Ministers will remain fully accountable for the powers vested by statute, and for the direction of government departments and agencies within their respective portfolios.
